ALBUERA, Leyte (October 27, 2025) — With its recent reclassification as a First-Class Municipality, Albuera, Leyte is setting its sights on major development projects — foremost among them, the construction of a local government-operated hospital to serve its growing population.
Mayor Rolan “Kerwin” Espinosa announced during his first State of the Municipality Address (SOMA) that establishing a municipal hospital is one of his administration’s top priorities, following the town’s upgraded income status effective January 1, 2025.
The reclassification, as determined by the Department of Finance (DOF) under Republic Act No. 11964, is based on the municipality’s average annual regular income over the past three years. Municipalities with annual incomes of ₱200 million or more qualify as First Class.
Previously a Third-Class Municipality, Albuera’s economic progress has strengthened its fiscal capacity, giving the local government broader access to loan opportunities and development funding.
Espinosa said the LGU is currently arranging a ₱30-million loan for the acquisition of land where the planned infirmary will be built — a necessary step before full hospital construction begins.
The mayor explained that the proposed facility aims to ease the burden on residents who often face difficulties in seeking treatment or admission from hospitals in nearby Ormoc City, which serves as the district’s medical hub.
“This project is for our people. With our improved financial standing, it’s time we bring essential health services closer to home,” Espinosa said.
The hospital project forms part of Albuera’s broader development agenda under its new First-Class status, signaling a push toward stronger local autonomy and improved delivery of basic services.
Espinosa further stated that under his administration, the local government unit of Albuera has a long string of offers and loan opportunities waiting for the proper timing for more development projects.
