On February 2, DPWH Secretary Vince Dizon inspected the Calbayog Coastal Bypass Road project, a promising infrastructure project with a four-lane road and bike lanes meant to decongest Calbayog City and boost its economy. But there is a literal roadblock: a bridge designed without the legally required height clearance from the Philippine Ports Authority (PPA). Because of this missing permit, construction is halted. Sec. Dizon’s question cuts to the heart of the issue: “Was it an oversight or negligence?”
The missing port clearance is not an isolated error. This goes beyond mere negligence; it points to a culture where rules are optional, accountability is blurred, and the public good is routinely compromised.
A bridge built without proper safety clearances is destined to fail, leading to public safety hazards, lost economic productivity, and erosion of trust in government.
This isn’t just bureaucratic red tape. This is a glaring example of a systemic problem. This project, funded by taxpayer money, promises smoother travel and economic growth. It’s exactly the kind of development we need. Yet, a preventable error—failing to secure a single, crucial approval—has delayed its benefits for everyone. The DPWH engineers’ job isn’t just to design a bridge; they should have ensured that the bridge can actually be built.
A brilliant design is worthless if it ignores legal and regulatory frameworks. A project’s success isn’t measured by its blueprint alone, but by its flawless execution from paperwork to pavement.
While a solution is being worked on and officials are now coordinating to fix the error, the time and resources wasted are a loss to the public. While our country’s progress depends on infrastructure, it also depends on the integrity and thoroughness of the people who build it.
A single missing safety clearance has halted a vital bridge, wasting public funds and delaying progress. This raises an urgent question: how many other public projects are built on similarly shaky ground?
It’s time to hold officials and contractors accountable for thorough oversight from blueprint to completion. We should demand transparent tracking of public projects. There should be consequences for negligence. Let’s ensure our taxes build structures that stand the test of time—not monuments to incompetence. The safety and future of our communities depend on it.
