TACLOBAN CITY — Business permit renewal and new business applications for 2026 are now underway at Tacloban City Hall, with the city government introducing a new digital option to ease what is traditionally one of its busiest periods of the year.
The Business Permits and Licensing Office (BPLO) confirmed that the renewal period officially opened during the first week of January, with transactions being processed through the Business One-Stop Shop (BOSS) and the newly launched e-BOSS (Electronic Business One-Stop Shop) app.
The e-BOSS app, rolled out in December 2025, allows business owners who are comfortable using smartphones to file applications and renew permits online. City officials said the system is meant to reduce long lines and repeated visits to City Hall, especially for small business owners who juggle daily operations while complying with annual requirements.
Last year, business permit and licensing collections generated hundreds of millions of pesos for the city. BPLO records show that collections in January 2024 alone reached around ₱210 million, putting Tacloban on track to meet its ₱318-million revenue target for business permits and licenses. City officials expect similar or improved figures this year as compliance improves and processes become more efficient.
To sure applicants are not left behind, the BPLO is working closely with the Management Information System (MIS) Office, which has set up a help desk inside the BOSS area. Staff are available to assist applicants who need guidance in using the e-BOSS app or navigating the digital process.
For those who prefer the traditional approach, the manual system remains available. Assist teams are deployed daily inside the BOSS to help applicants prepare documents, fill out forms, and complete submissions.
The BOSS area has also been prepared to handle the volume of applicants, with an air-conditioned, spacious setup and enough seating to make waiting more manageable during peak days.
City officials said the e-BOSS system supports Tacloban’s compliance with the Ease of Doing Business Act (Republic Act 11032) and reflects ongoing efforts to improve public service delivery without forcing applicants to rely solely on technology.
The BPLO encouraged business owners to renew early and take advantage of both digital and on-site assistance to avoid last-minute delays as the renewal period continues.
