CATBALOGAN CITY, Samar — While roads and bridges are typically the focus, this month, the Samar 2nd District Engineering Office (DPWH-Samar 2nd DEO) has a different, yet equally critical mission. In support of the 33rd National Children’s Month (NCM), the office is focusing on a growing modern threat: online sexual abuse and exploitation of children (OSAEC) and child sexual abuse materials (CSAEM).
With this year’s theme, “OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban!” (“End OSAEC-CSAEM: Fight for the Safety and Rights of the Child”), the DPWH-Samar 2nd DEO aims to raise awareness and strengthen protective measures for children in communities, families, and government institutions.
District Engineer Herminio V. Gulmatico emphasized that the initiative goes beyond the office’s traditional duties. “Protecting children from exploitation is not only a moral obligation but also a crucial step in safeguarding the nation’s future. Every child deserves safety, dignity, and the freedom to dream,” he said.
To put this commitment into action, the office has implemented a series of internal programs for its staff and their families. These programs include information drives, advocacy campaigns, and interactive discussions on responsible digital citizenship, online safety, and children’s rights. By educating its workforce, the DPWH hopes to create a ripple effect, encouraging employees to be vigilant advocates for the protection of children in their communities.
“This effort reflects the belief that safeguarding our youth is everyone’s responsibility,” Gulmatico said. “Even as we build infrastructure, we are also building a culture of care and protection for the next generation.”
With the Samar 2nd DEO leading by example, the campaign highlights how government agencies can expand their roles beyond their traditional mandates, addressing pressing societal issues with compassion, awareness, and action.
