Whispers of impeachment are swirling around President Ferdinand “Bongbong” Marcos Jr., fueled by allegations of anomalous insertions in the national budget. The argument hinges on the premise that the President’s signing of budgets containing controversial provisions constitutes a betrayal of public trust, a key ground for impeachment under the Philippine Constitution.
It will also affect the confidence of the citizens in the leaders and their government, and it may disrupt some transactions and dealings with other countries. If the people lose trust, what kind of leader will he be?
The crux of the issue lies in the interpretation of the President’s role in the budget process. Is the President merely a signatory to a budget crafted by Congress, or does he have a more active responsibility to scrutinize and veto provisions deemed irregular or detrimental to the public interest?
Some argue that the President has a duty to act as a safeguard against corruption and abuse of power, and that signing a budget riddled with questionable insertions constitutes a failure to uphold this duty.
However, there is a counterargument to consider. The President is bound by the principle of separation of powers to respect the legislative prerogative of Congress in crafting the budget. Vetoing key provisions could trigger a constitutional crisis and disrupt essential government services.
What is more interesting, however, is the seeming contradiction in the allegations against the President. If he were truly complicit in budget irregularities, why would he be actively pushing for investigations into anomalous projects, particularly within the Department of Public Works and Highways (DPWH)? This inconsistency casts doubt on the narrative that he is deliberately turning a blind eye to corruption.
Ultimately, the question of whether President Marcos Jr. should be impeached rests on a complex interplay of legal, political, and ethical considerations. While the allegations of budget anomalies are serious and deserve a thorough investigation, it is important to avoid rushing to judgment without considering all the facts and perspectives.
The impeachment of a president is a momentous event with far-reaching consequences. It should not be undertaken lightly or based on unsubstantiated rumors. The burden of proof lies on those seeking impeachment to demonstrate, beyond a reasonable doubt, that the President has committed impeachable offenses. Only then can a fair and just decision be made, one that upholds the Constitution and serves the best interests of the Filipino people.
