Army Conducts Community Outreach, Dialogue in Remote Hinabangan Villages

Hinabangan, Samar — The Philippine Army recently onducted a three-day community outreach and dialogue activity in the remote villages of Hinabangan, Samar, on February 3-5, 2026, as part of its ongoing efforts to enhance peace and security through community involvement.

The initiative took place in Barangays Binobucalan and Bucalan and was carried out by the 2nd Civil-Military Operations (Sinirangan) Company in collaboration with the 63rd Infantry “Innovation” Battalion. The focus of the program was on conducting house-to-house visits and engaging in direct consultations with residents and local leaders.

1st CMO Company Commander 1Lt. Robert Pacleb of the 8CMO Battalion, explained that the primary goals of the program were to raise awareness about peace, address community issues, and foster trust between security forces and civilians, particularly in isolated areas. Close coordination with barangay officials ensured that resident’s concerns were properly documented and communicated to the relevant authorities.

The outreach activity exemplifies the army’s people-centric security approach, which prioritizes dialogue and community presence over purely tactical operations.

Pacleb emphasized that this initiative is part of the army’s ongoing commitment to supporting local development and stability.

He emphasized the importance of strengthening civilian-military relations for sustainable peace in Samar. He indicated that similar engagement activities will be conducted in other remote areas of Hinabangan to promote transparency, collaboration, and community involvement in peacebuilding efforts.
