CALBAYOG CITY — In a strategic move to secure the final stage of the Performance Governance System (PGS), the Samar Police Provincial Office (PPO) recently reconvened its Advisory Groups for Police Transformation and Development from various cities and municipalities for a comprehensive reorientation on the evaluation process.

The gathering focused on preparing the province’s various units for the “Institutionalization” stage—the peak of the PNP’s governance pathway. This phase signifies that transformation efforts are not just temporary projects but have become deeply embedded in the police force’s culture and daily operations.

A Vital Tool for Growth

Deputy Provincial Director for Administration, Police Lieutenant Colonel Norwyn Valenzuela emphasized that the upcoming institutional audit is far more than a mere formality. He described it as a “vital tool” for fostering organizational growth and ensuring that local police procedures are strictly aligned with national standards.

“By participating in this assessment, the department aims to strengthen its accountability and refine its operational readiness to better serve the public,” Valenzuela stated.
