TACLOBAN CITY — As tensions in the Middle East continue to affect global markets, the impacts are being felt in farming communities in Northern Samar, where rising fuel costs and economic uncertainty are threatening local food production.
The Philippine government is increasing efforts to protect the province’s agriculture sector, recognizing its crucial role in food security and the economy of Northern Samar. With a significant portion of the population relying on farming and fishing for their livelihoods, any disruptions in agriculture can lead to broader economic instability.
During a recent meeting at the Provincial Capitol on April 7, Department of Agriculture (DA) Region 8 Director Rodel Macapañas assured local officials that support for farmers will remain consistent despite the volatile global situation.
The conflict in the Middle East has caused fluctuations in oil prices, resulting in higher fuel costs, which are essential for farming operations such as machinery use and transportation. For farmers in Northern Samar, who already have limited resources, these cost increases directly threaten productivity, household incomes, and rural livelihoods.
In Eastern Visayas, including Northern Samar, there are approximately 221,360 farmers registered under the Registry System for Basic Sectors in Agriculture (RSBSA). Many of these farmers in Northern Samar cultivate small plots of land and are highly susceptible to changes in input costs and market prices.
To alleviate the financial burden, the DA will implement fuel subsidies through its Fuel Assistance Program in the near future. This initiative aims to support farmers in maintaining their operations and ensuring a stable food supply. Additionally, the Presidential Assistance for Farmers and Fisherfolk Program is undergoing beneficiary verification to provide further aid.
Provincial Governor Harris Ongchuan stressed the importance of ensuring that these interventions reach marginalized farming communities in need. He emphasized that sustaining agriculture is vital for protecting livelihoods and ensuring economic stability in rural areas.
In addition to immediate financial assistance, the DA is committed to long-term agricultural development through programs like the Rice Competitiveness Enhancement Fund, which offers rice seeds and fertilizers, and farm-to-market road projects that enhance market access. These investments are crucial for boosting productivity, reducing costs, and enhancing resilience against future global shocks.
With hundreds of thousands of farmers in the region relying on stable production, the potential impacts of even minor disruptions are significant. These disruptions could affect food availability, prices, employment, and income throughout the province.
As global uncertainties persist, Northern Samar’s situation highlights how international conflicts can have widespread effects on local economies. Through sustained government support and continued agricultural investment, authorities aim to shield farmers from these impacts while reinforcing the sector’s importance in food security and rural stability.
