Random drug tests eyed for drivers in Eastern Visayas

Palo, Leyte — Drivers in Eastern Visayas may soon face random drug tests as transportation and anti-drug authorities work with local governments to keep drivers who use illegal drugs off the road.

The Land Transportation Franchising and Regulatory Board (LTFRB), Land Transportation Office (LTO), and Philippine Drug Enforcement Agency (PDEA) have reached out to local government units (LGUs) in the region to discuss a memorandum of agreement (MOA) for the drug-testing program.

LTFRB Eastern Visayas Regional Director Gualberto Gualberto said the plan will include random drug tests, as well as inspections of public utility vehicles and transport terminals.

In an interview with Vanguard News on Aug. 17, Gualberto said the drug testing will be part of the agencies’ operations during major travel periods, including Holy Week, Undas, and the Christmas season.

He said checking drivers is important because those who drive public vehicles while under the influence of illegal drugs could put passengers and other motorists at risk.

The agencies will also inspect public utility vehicles and terminals as part of the operations.

Gualberto said the program will require close coordination with LGUs so authorities can reach drivers in different parts of the region.

Aside from the drug-testing plan, Gualberto also talked about government assistance available to drivers who are struggling with the rising cost of operating their vehicles.

He encouraged drivers to join transport cooperatives, which can help them access loan assistance from banks.

He also said fuel assistance for qualified drivers remains available. The fuel discount has increased from PHP10 to PHP12 at accredited fuel stations.

Traditional public utility jeepney and UV Express drivers may qualify for the assistance, subject to the program’s requirements and fuel allocation limits.

Gualberto said the LTFRB is also making changes to its digital processes to help drivers and operators in remote areas who have difficulty completing transactions online.

The agency is also assisting operators who are having trouble keeping up with payments under the public utility vehicle modernization program.

Gualberto reminded drivers to make proper use of government assistance, particularly for their families and daily needs.
