VICTORY ISLAND, MANICANI ISLAND & TUBABAO ISLAND, Guiuan — On the first anniversary of his term, Governor RV Evardone fulfilled a core political promise to Eastern Samar’s people, bringing essential government services directly to the province’s farthest island communities through the SeRVisyo Caravan: “Bringing Government Services nearer to the people.” The initiative served more than 3,000 individuals across the three islands.

The provincial government, working hand in hand with partner national agencies, transformed the shores of Victory Island, Manicani Island, and Tubabao Island into hubs of public service activity. Teams traveled by sea to reach these remote areas, ensuring that residents who often face challenges accessing mainland facilities could avail of critical support without leaving their homes.

Partner agencies on board included PhilHealth, which assisted residents with membership registration and benefit inquiries; the Philippine Statistics Office, providing civil registration services; and TESDA, offering information on technical skills training programs. These national government partners joined provincial offices to create a one-stop hub for public services tailored to island communities.

The caravan delivered a wide range of support, with medical teams conducting free check-ups, dispensing medicines, and providing basic health screenings. Legal services were made available to help residents navigate documentation processes, while agriculture experts offered guidance on crop management, distributed farming inputs, and shared best practices for sustainable production suited to the islands’ unique conditions.

The initiative underscores the provincial government’s commitment to ensuring no community is left behind, even in the most distant corners of Eastern Samar. By bringing services directly to the people—rather than requiring them to travel long distances—the caravan embodies the administration’s vision of a government that is accessible, responsive, and dedicated to serving every Estehanon.
