In a time when families are feeling the pinch of rising food prices, two towns in Leyte have ignited a spark of hope. On December 5, 2025, the local governments of Alangalang and San Miguel proudly launched their KADIWA outlets, marking a significant step forward in the province’s mission for food affordability and empowering local agriculture.

This initiative is part of the Farmers’ Assistance for Recovery and Modernization (FARM) Program, spearheaded by Congressman Martin Romualdez, which aims to uplift farmers while lightening the load for consumers. Thanks to the KADIWA outlets, residents can now buy high-quality rice for just ₱29 per kilo, with a limit of 50 kilos per household—a true lifeline for many families trying to make ends meet.

What makes this initiative even more meaningful is its community-centered approach: the rice sold at KADIWA outlets comes straight from the farmer-beneficiaries of the FARM Program. This means that while families enjoy affordable meals, local farmers receive a steady income—creating a cycle of support and economic resilience.

In Alangalang, the atmosphere buzzed with optimism as Municipal Agriculturist Cesar Anade kicked off the program. He was followed by Mayor Lovell Ann Yu-Castro, who emphasized the town’s dedication to ensuring food accessibility. Atty. Camille Villaflor, representing Congressman Romualdez, reiterated the FARM Program’s goal of strengthening agricultural livelihoods. Annielyn B. Costiniano from NEDA Region VIII further stressed the importance of collaborative efforts in building sustainable food systems.

Together, the speakers painted a clear picture: the KADIWA rollout is not just about affordable rice—it’s about restoring dignity to farmers and security to households.

In San Miguel, the event kicked off with a heartfelt welcome from ABC President Samuel Solomon, who celebrated the strong sense of community among residents, farmers, and local officials. Mayor Atty. Norman Sabdao highlighted how initiatives like KADIWA are bringing government services right to the people, while Atty. Villaflor and Ray Lobrigo, the Municipal Coordinator for Congressman Romualdez’s office, reinforced the importance of collaboration and shared responsibility.

Speakers pointed out that the FARM Program thrives because everyone—from the farm to the family table—works together as one.

The launch of the KADIWA outlets marks a significant milestone, celebrating the successful completion of the first cycle of the FARM Program. This initiative is designed to help farmers bounce back, boost their productivity, and sell their harvests directly, and it’s already making a real difference in communities across Leyte.

Preparations for the second cycle are in full swing, promising even more support for local agriculture, more stable incomes for farmers, and continued access to affordable food for families throughout the province.

For many Leyteños, the KADIWA rollout is more than just a program—it’s a powerful reminder that when communities and government join forces, progress is not just possible; it leads to better lives and a stronger sense of hope.
