Northern Samar Communities Enhance Flood Preparedness

NORTHERN SAMAR — Being one of the most typhoon-exposed provinces in the country, Northern Samar consistently deals with flooding, especially in its low-lying and coastal areas. Local authorities emphasize that increased awareness, improved risk assessments, and united efforts are helping residents build their resilience against natural disasters.

Surrounded by water, the province faces strong winds, heavy rainfall, and storm surges from June to November, the typhoon season. The Philippines typically encounters about 20 tropical cyclones each year, making disaster preparedness a crucial necessity.

The Provincial Disaster Risk Reduction and Management Office identified Catubig, Las Navas, Lavezares and San Jose as the most flood-affected areas. Other municipalities like Laoang, Catarman, Palapag, Pambujan, Lope de Vega, Mondragon, San Isidro and Gamay are considered less vulnerable but still at risk.

Furthermore, assessments by the Mines and Geosciences Bureau (MGB) designate Allen, Bobon, Catubig, Lavezares, Mondragon, Pambujan, Rosario and San Roque as flood-prone areas. Communities near river systems, including Catarman, Bugko in Mondragon, Mapno in Palapag and Gamay, are under close observation.

Rei Josiah Echano, the head of the Provincial Disaster Risk Reduction and Management Office, in an interview with Vanguard Monday morning, December 22, explained that flooding brings about consequences beyond just rising water levels. Floods can devastate livelihoods, harm homes and infrastructure, disrupt power and communication lines, and pose serious health hazards. Environmental impacts like soil erosion and habitat loss are also significant.

Despite these challenges, Echano stressed that local governments are intensifying their efforts through improved early warning systems, enhanced disaster preparedness plans, and expanded community training. He highlighted that human-induced climate change has escalated both the frequency and severity of flooding, making it increasingly difficult to manage.

`Knowing the high-risk areas enables us to respond quickly and save lives,’ Echano stated, emphasizing the importance of education and collaboration in reducing flood risks.

Northern Samar continues to foster a preparedness culture, with local leaders encouraging residents to stay informed, collaborate, and take early action. Through united efforts, communities are better equipped to safeguard families, livelihoods and the environment from the impacts of flooding.
