BORONGAN CITY, Eastern Samar — The Institute for Climate and Sustainable Cities (ICSC) joined Governor Ralph Vincent “RV” Evardone at the Provincial Government Office (PGO) Conference Room on March 24, 2026, to advance plans for the province’s local energy roadmap.
Leading the ICSC delegation were Arturo Tahup, Director for Community Resilience, and Charisse Parchamento, Campaign and Advocacy Officer. Discussions focused on forming a multi-sectoral technical working group (TWG) that will embed energy planning into the province’s investment and infrastructure strategies.
The TWG will bring together executive leaders, planning and budget officers, along with technical experts from the Provincial Engineering Office (PEO) and Provincial Disaster Risk Reduction and Management Office (PDRRM), ensuring a unified approach to energy governance across Eastern Samar.
This collaboration marks the first phase in creating both a Local Energy Plan and a comprehensive Local Energy Roadmap, with goals to establish sustainable energy practices and strengthen community resilience throughout the province.
The partnership builds on existing agreements between ICSC and the municipalities of Guiuan, Oras, and Salcedo, expanding sustainable energy initiatives to the provincial level.
Also in attendance were Board Member Atty. Pearl Evardone-See Bok, who chairs the Sangguniang Panlalawigan’s committee on energy, and Provincial Budget Officer Atty. Cyril Alzate.
