Baybay City Celebrates Cagasan’s PNPA Top Graduate Feat

BAYBAY CITY, Leyte — Pride and joy filled the city as Police Cadet Van Marie Editha G. Cagasan, a native of Baybay City, emerged as the top graduate of the Philippine National Police Academy (PNPA) Class of 2026.

Cagasan, 24, was recognized as Rank 1 and Class Valedictorian of “Silang Paglaom,” surpassing 325 cadets during the academy’s 47th commencement exercises at the PNPA campus in Silang, Cavite. Her achievement brought honor and inspiration to her hometown.

During the ceremony, President Ferdinand R. Marcos Jr. personally awarded the prestigious Presidential Kampilan to Cagasan, along with other accolades such as the Plaque of Merit, the Chief PNP Kampilan, and the Best in General Education award.

In his speech, Marcos Jr. emphasized the importance of integrity and accountability in public service, urging the cadets to uphold these values and work towards rebuilding public trust in the police force while maintaining a zero-tolerance policy towards corruption and human rights violations.

A proud resident of Baybay, Cagasan grew up in one of the city’s barangays and began her education in local schools before pursuing Biotechnology at Visayas State University. Her journey from a humble background in Baybay to the prestigious police academy serves as a testament to her determination and perseverance.

Leyte 5th District Board Member Carlo P. Loreto commended her achievement as a significant moment for the city, highlighting the pride it brings to Baybay and the positive impact it has on women striving to contribute to the nation.

Cagasan’s success holds personal significance as well. In her valedictory address, she revealed that her accomplishment fulfilled a promise she made to her late mother.

“My mother and I shared a dream that has now become a reality. I made a vow to my mother, and today, I have fulfilled it,” she expressed.

Her journey through the PNPA was marked by rigorous training, academic challenges, and personal sacrifices. Despite the difficulties, she remained resolute, drawing strength from her family, mentors, and peers.

“It is clear that no one goes through this academy alone,” she remarked.

Local officials emphasized that her success extends beyond individual achievement, inspiring pride throughout Baybay City and reinforcing the values of education, discipline, and public service among the youth.
