Complaint on Palay Buying in Abuyog Reaches Sangguniang Bayan; Mayor Denies Role

ABUYOG, Leyte — A complaint filed through the 8888 Citizens’ Complaint Hotline has reached the Sangguniang Bayan of Abuyog after allegations surfaced regarding possible interference in the buying and selling of rice palay in the municipality.

The complaint, dated March 25, 2026, claimed that a private buyer offering P22 per kilogram of palay, reportedly higher than usual market rates, was stopped from completing a purchase after a meeting at the mayor’s office. It also alleged that some farmers ended up selling their harvest at a lower price to another buyer.

The claims raised questions among some residents about how palay trading is being handled in the town, especially since many farmers depend heavily on the income from their harvest.

Mayor Lemuel Gin Traya denied the allegations. He said he did not issue any order or instruction that would prevent anyone from buying or selling agricultural products in Abuyog.

“I did not direct or do anything to stop any trade involving farm products. We are ready to face any investigation so the facts can come out,” he said.

Traya also said his administration continues to support farmers through existing programs and assistance, stressing that agriculture remains a priority for the local government.

The Sangguniang Bayan has endorsed the complaint for review. Officials are expected to examine the claims and gather more information as part of the standard process.

Agriculture groups have called for a fair and careful review, saying that farmers should always have access to buyers offering competitive prices. They noted that even small changes in palay pricing can have a big impact on farm incomes.

For now, no findings have been released. The complaint and the mayor’s denial are both part of the ongoing review, and the issue remains unresolved as authorities continue their assessment.
