CAN-AVID, Eastern Samar – Tropical Depression Wilma battered Eastern Samar, caused extensive damage in Eastern Samar, but the municipality of Can-avid quickly showed its resilience. Wilma made two landfalls late on Saturday, December 6—first hitting Hilabaan Island in the municipality of Dolores at 10:50 p.m., before striking Oras at 11:10 p.m. By 1:00 a.m. on Sunday, December 7, the storm lingered over Oras, leaving a trail of destruction across the province.

In the days that followed, as the extent of the damage became clearer, Mayor Alicia Teves and the Local Government Unit (LGU) launched a large-scale relief operation to ensure no affected household was left unaided. The LGU-led initiative reached 7,089 families, underscoring the administration’s commitment to immediate and inclusive response efforts. Despite the relentless winds and heavy rains, the community stood strong, revealing a deep sense of unity and determination to rebuild.
Mayor Teves emphasized the importance of solidarity during crises, stressing that helping the most vulnerable is essential in moments of great need. “It is crucial that we come together and lend a helping hand to the most vulnerable among us. We must do everything in our power to help every family get back on their feet,” she said.
The Municipal Disaster Risk Reduction and Management Office (MDRRMO) played a vital role in the emergency response, rapidly deploying teams to all 28 affected barangays. Whether serving isolated upland communities or coastal areas struck hardest by the storm, MDRRMO personnel worked tirelessly to distribute essential supplies such as food and clean water.
Beyond immediate relief, the LGU has begun assessing damage to homes, public facilities, and livelihoods. Comprehensive surveys and long-term rehabilitation plans are underway, with Mayor Teves committed to implementing strategies that will strengthen disaster preparedness and safeguard the community in the future.
In the wake of Tropical Depression Wilma, Can-avid’s story stands as a testament to the power of solidarity, the dedication of local leaders, and the unbreakable spirit of the Filipino people.
