TACLOBAN CITY — The local government emphasized the importance of protecting vulnerable sectors and highlighted the services of the Women and Children’s Shelter during an information drive on March 17, 2026, at Tacloban City Hall.

The goal of the activity was to raise public awareness about available support systems for victims of abuse and to urge communities to report cases of violence, especially those involving women and children.

The Women and Children’s Shelter, a facility managed by the City Social Welfare and Development Office, offers temporary refuge, protection, and rehabilitation services for individuals affected by abuse, including cases covered by the Violence Against Women and Children Act.

Melinda Sagdullas, the head of the shelter, stated that the facility provides a safe space for victims, particularly in situations where returning home could be dangerous.

“We ensure that they have a secure and protected environment, especially when their home situation is no longer safe,’ she explained.

Sagdullas mentioned that many cases involve children who have experienced abuse within their own families, often by people they know. Some victims only find the courage to speak out after years of silence.

“This is why awareness is crucial. We want them to understand that they are not alone and that assistance is available,” she stressed.

Victims staying at the shelter received psychosocial support, counseling, and educational opportunities through formal schooling or alternative learning programs. Strict confidentiality and security measures are in place to safeguard both the victims and those who report abuse.

The shelter collaborates closely with barangay officials and Violence Against Women and Children (VAWC) desks to facilitate referrals and ensure prompt intervention.

Despite ongoing efforts, Sagdullas identified poverty and lack of awareness as contributing factors to many abuse cases, noting that challenging living conditions can make children more vulnerable.

“We urge the public to report any suspected abuse. Even a simple act of concern can make a difference,’ she urged.

The city government reaffirmed its commitment to enhancing programs that protect women and children, stressing the importance of community involvement in addressing abuse and ensuring that victims receive the necessary care and protection.

Through initiatives like this, Tacloban aims to cultivate a more responsive and compassionate community where victims are supported, safeguarded, and given the chance to rebuild their lives. — Rodalyn Silva, NWSSU, DEVCom Intern
