DPWH to Push Through with P4.77B Tacloban Causeway Project Despite Contract Terminations

Tacloban City — The Department of Public Works and Highways (DPWH) in Eastern Visayas has reaffirmed its commitment to continue the P4.77-billion Tacloban City Causeway Project, even as six of its eight contracts have been terminated.

The agency is assessing which portions of the 2.55-kilometer project can still be completed and how the remaining works will be carried out, according to DPWH-8.

The national government has allocated P3.97 billion for the project under the 2022, 2024 and 2025 national budgets. The allocations were P880 million in 2022, P1.92 billion in 2024 and P1.17 billion in 2025.

The P3.97-billion allocation represents the funding reported for those three years, while P4.77 billion is the project’s estimated total cost.

The project is being implemented through eight contracts funded under the General Appropriations Act for fiscal years 2022, 2024 and 2026.

Of the eight contracts, six have been terminated, one contract funded under the 2022 budget has been completed, and the remaining contract is still under implementation but has been suspended.

DPWH-8 said construction and paving works have been affected by electric posts and perimeter fences obstructing the road leading to the new Daniel Z. Romualdez Airport.

The agency is coordinating with the Leyte Electric Cooperative (LEYECO) and the Civil Aviation Authority of the Philippines (CAAP) to address the obstructions and allow work to resume.

For the terminated contracts, the Commission on Audit (COA) will conduct a joint inventory inspection to verify the project’s actual accomplishments.

The findings will help DPWH determine which portions can proceed through rebidding or be proposed for future funding.

While the assessment is ongoing, the agency said it would maintain areas covered by the terminated contracts to prevent existing works from deteriorating and preserve their structural integrity.

DPWH-8 also said it would observe technical, environmental and other regulatory requirements in determining how the remaining portions should be completed.

Once finished, the causeway is expected to provide an alternative route between Tacloban City’s center and the airport, reducing travel time between the two areas to about five to 10 minutes.

The project is also expected to provide additional protection against storm surges and other hazards associated with typhoons and severe weather.

DPWH-8 said it would continue coordinating with concerned government agencies to complete the assessments and documentation needed to move the project forward.
