EASTERN SAMAR — At a bicameral hearing in Congress on December 15, 4Ps Party-List Rep. Marcelino “Nonoy” Libanan, House Minority Floor Leader, strongly advocated for the Medical Assistance to Indigent and Financially Impaired Patients (MAIFIP) Program – a vital source of assistance for thousands of families throughout the Philippines who cannot afford medical care.
Recognizing the great benefit this program provides Congressman Libanan made an impassioned plea at the bicameral committee hearing regarding conflicting votes for the 2026 National Budget, to keep the MAIFIP Program from being eliminated. Families are currently using the MAIFIP Program have no other option and represent the last line of defense against incurring devastating medical costs.
Congressman Libanan is pleased to announce that, instead of being eliminated, the funding allocated to MAIFIP was increased. The funding allocation has increased from P49,203,854,000.00 to P51,647,816,000.00, recognizing the continued commitment to protecting the health and lives of our most at-risk citizens.
He further states that, as a congressman, he cannot in good conscience turn his back on the welfare of the less fortunate and at-risk population, especially when it comes to issues of life and death or access to healthcare. This increased funding for MAIFIP will provide critical support to individuals and families who need it most, ensuring they have access to the best possible medical care available.
This is considered a significant victory for the people, Congressman Libanan said.
