The municipality of Silvino Lubos, a 5th-class town with over 15,000 residents, has experienced significant changes due to its active support for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), as stated by Mayor Leo Jarito.

Jarito highlighted a shift in strategy, emphasizing that sustainable peace requires more than just military actions and must be rooted in strong social foundations. While acknowledging the importance of security measures, he emphasized the necessity of community-level development and stability.

Jarito stressed that peace is not merely the absence of rebels but the presence of a secure and thriving community, indicating his commitment to addressing the underlying causes of conflict.

The mayor acknowledged differing viewpoints between the local government and the Philippine Army in Northern Samar regarding the reasons for unrest but maintained that local realities and community needs should be prioritized. He emphasized the importance of long-term investments in education, sustainable livelihoods, and family well-being to address issues that cannot be resolved through tactical operations alone.

Jarito identified the municipality’s inadequate road network as a significant obstacle, noting that improved infrastructure is essential for enhancing access to education and boosting the local economy. Many residents depend on farming and fishing, particularly coconut farming and small-scale agriculture, but poor road conditions restrict their access to markets and opportunities.

The local government is actively seeking additional support to address fundamental needs, particularly in infrastructure and social services.

Regarding the implementation of the Enhanced Comprehensive Local Integration Program (ECLIP), Jarito mentioned that the municipal government is working closely with the Philippine Army to streamline the verification process for former rebels. This partnership aims to prevent bureaucratic delays, especially in issuing the necessary certifications for beneficiaries to access government assistance and reintegration programs.
