MATUGUINAO, Samar — Following its historic transition into an officially declared state of Stable Internal Peace and Security, this municipality has significantly expanded its comprehensive reintegration package for former rebels. At the center of this milestone is the localized implementation of the Enhanced Comprehensive Local Integration Program (E-CLIP), underscored by the active rollout of the Saad Nga Balay (Promised Housing) initiative. In an interview conducted on June 8, 2026, during the town’s formal peace declaration, Matuguinao Town Mayor Aran Boller detailed how the local government unit has systematically shifted its focus from armed conflict to long-term community reconciliation.
According to Mayor Boller, the ongoing housing project is being constructed near the town center through a collaborative bayanihan effort involving the Samar provincial government and the Philippine Army’s 803rd Infantry Brigade. While the municipality originally broke ground to accommodate an initial population of 60 to 70 surrenderees, the initiative has transitioned into an expanded framework that prioritizes former regular fighters.
The Mayor noted that each semi-concrete housing unit is valued at PHP 250,000 and features a 49-square-meter floor area designed to provide essential spatial and psychological stability to families who have chosen to abandon the armed struggle.
To guarantee that returnees transition smoothly into productive civilian life, Mayor Boller emphasized that the local government and various national line agencies have tightly integrated this housing initiative with structured financial, livelihood, and social support. Under the immediate cash and stipend component, individuals surrendering with firearms can receive up to PHP 50,000.
For those who return without weapons, the municipality has established a local initiative providing lower immediate incentives ranging from P20,000 to P30,000. Additionally, the Mayor confirmed that surrenderees automatically receive a municipal monthly stipend of P2,000 from the local government to help sustain daily expenses while they await higher-level national benefits.
Long-term economic stability is being addressed through localized partnerships with the Department of Labor and Employment (DOLE) and the PAMANA program.
Mayor Boller explained that former combatants are organized into cooperative associations to secure sustainable income streams, while targeted skills training programs have already successfully placed several returnees into active municipal employment roles, including certified positions as local drivers.
Furthermore, the reintegration framework extends intergenerational support to the families of returnees by offering complete tuition exemptions for high school education, a move specifically designed to neutralize past academic displacement caused by the conflict.
To ensure safety and facilitate continuous administrative support, the municipal government has temporarily clustered these transitioning families on a designated western zone near the town center.
Mayor Boller shared that this proximity allows local authorities to easily conduct regular safety patrols, known locally as naglalapay, and permits social service officers to monitor the welfare of the residents directly.
The Mayor firmly believes that providing decent shelter is a direct symbol of the town’s commitment to inclusive growth, asserting that by ensuring no family faces the systemic social injustices or partiality of the past, the government effectively removes the core grievances that historically fueled rebel recruitment.
This comprehensive approach has yielded unprecedented results, with Mayor Boller confirming that more than 116 former rebels from Matuguinao have now cemented their civilian status by officially filing for national amnesty and taking their oaths of allegiance before the Local Amnesty Board.
As a result, the Saad Nga Balay site functions as both a physical construction project and a visible monument to the municipality’s total emancipation from decades of unrest. Supported by concurrent infrastructure repairs on roads previously damaged during the conflict, the local government has effectively transformed a former insurgent hotbed into a secure, thriving cradle for economic growth and community healing.
