Land, Hope, and Progress: Eastern Samar Farmers Receive Titles, Debt Relief, and New Equipment

BORONGAN CITY, Eastern Samar — Hundreds of farmers from across Eastern Samar gathered at the Provincial Capitol Gym on June 29 for a landmark distribution of land titles, debt relief documents, and farm equipment—a major initiative of the national government through the Department of Agrarian Reform (DAR) and other partner agencies, aimed at strengthening the province’s agrarian reform program and supporting its agricultural communities.

A total of 143 Electronic Land Titles (E-Titles) were issued to farmers from various towns in Eastern Samar, providing legal security of ownership to lands they have cultivated. Alongside these titles, 71 Certificates of Condonation with Release of Mortgage (COCROMs) were handed out, wiping away a combined total of P805,012 in outstanding debts across 128 hectares of farmland.

The national government initiative aims to give farmers greater certainty over their land rights while easing financial burdens, allowing them to redirect resources toward improving their farms and supporting their families. The debt condonation is designed to strengthen farmers’ capacity to maintain productive agricultural operations and invest in future growth, with coordination from DAR and relevant line agencies.

In addition to the titles and COCROMs, farm machinery and equipment worth P1.5 million were turned over to the Malico Agrarian Reform Farmers Association Inc. of San Policarpo. The package includes a wheel drive tractor fitted with a disc plow and rotary tiller, provided through collaborative efforts between national government agencies to modernize farming practices, increase efficiency, and boost crop production in the area.

The distribution forms part of broader national efforts to advance agrarian reform across the Philippines and build more resilient agricultural sectors in rural provinces like Eastern Samar. By securing land ownership, reducing financial obligations, and providing modern tools for production, the national government through DAR and its partners is working to empower farming communities and drive local economic development through sustainable agriculture.
