DENR Launches Mobile Permitting Services in Guiuan

• Guiuan, led by Mayor Kwan, launched a two-day DENR mobile permitting service on July 15 to bring national government services closer to residents.

GUIUAN, Eastern Samar — Under the leadership of Mayor Annaliza Gonzales Kwan, the Municipality of Guiuan on July 15 kicked off its two-day “DENR Express: Permitting on Wheels” initiative in partnership with the Department of Environment and Natural Resources (DENR) Region VIII – part of the local government’s vision to bring national government services closer to its residents.

The mobile service event, held at the Guiuan Gymnasium in Barangay 8, runs from 8:00 AM to 5:00 PM today and tomorrow, July 16.

Mayor Kwan emphasized that the initiative aligns with her administration’s commitment to making government more accessible to every Guiuanon, citing the town’s motto: “GUIUAN, BUNGTO TA, HIGUGMAA TA” – “Guiuan, Our Town, We Love It.”

“This is what we mean when we say we put our people first,” Mayor Kwan stated during the opening ceremony this morning. “We want to spare our residents from the hassle and expense of traveling far just to get the services they need. By bringing national agencies like DENR here to Guiuan, we are turning our vision of a caring, connected community into reality.”

DENR Express is bringing frontline services directly to the community, with a wide range of permits, applications, registrations, and technical support available on-site. These cover both environmental management and natural resource-related needs.

Government entities and business establishments – including hotels, resorts, restaurants, ice plants, commercial shops, and industrial operations – are among those encouraged to participate to address compliance requirements such as Environmental Compliance Certificates (ECC), Certificates of Non-Coverage (CNC), Wastewater Discharge Permits (WDP), and Permit-to-Operate (PTO) applications.

Other services being offered include Pollution Control Officer (PCO) accreditation, Hazardous Waste Generator’s ID registration, Company Registration System (CRS) processing, tree cutting permits, chainsaw registration, land management services, wildlife permits, Protected Area Management Board (PAMB) clearances, geohazard certifications, geological site scoping, EGGAR reviews, and geohazard assessments, among others.

To ensure smooth processing, participants were advised to prepare all required documentary requirements ahead of time, with details accessible via a QR code featured in official event materials.

The initiative underscores the shared commitment of DENR Region VIII and the Municipal Government of Guiuan to deliver responsive, efficient, and people-centered government services. Officials are urging all individuals and organizations with pending DENR transactions or inquiries to take advantage of today and tomorrow’s opportunity.
