OCD 8 Brings Hope to Isolated Mamanwa Tribe After Typhoon Opong

ALMERIA, Biliran — In a powerful demonstration of commitment and compassion, the Office of Civil Defense (OCD) Region 8, led by Regional Disaster Risk Reduction and Management Council (RDRRMC) VIII Chairperson Director Lord Byron P. Torrecarion, PhD, personally delivered life-sustaining aid to one of the most isolated Indigenous communities in Biliran Province.

The mission, conducted in the aftermath of Typhoon Opong, brought relief to the Mamanwa tribe in Barangay Caucab, Almeria—a mountainous and hard-to-reach area that had been severely impacted by the typhoon. Accessibility challenges made traditional delivery impossible, prompting the use of aerial support in coordination with the Philippine Air Force’s Tactical Operations Group 8.

But more than a logistical feat, the operation fulfilled a personal promise made by Director Torrecarion to the Mamanwa people: that help would come, no matter how far.

“This is not just about bringing relief goods. It is about keeping our word and showing the Mamanwa community that they are seen, heard, and never forgotten,” said Director Torrecarion during the mission.

The airlift delivered sacks of rice and essential goods, bringing both material assistance and a sense of hope to families striving to recover and rebuild their lives. The mission stands as a clear embodiment of the national commitment to the principle: “No one is left behind.”

The relief effort was made possible through close collaboration among the OCD Region 8, RDRRMC VIII, the Philippine Air Force, and the Provincial Government of Biliran. These agencies emphasized the importance of unity, swift coordination, and inclusive disaster response—particularly for marginalized and indigenous communities often cut off from immediate aid.

“This is the spirit of Bayanihan in action,” one OCD officer remarked. “Government presence must reach even the most remote corners of our country, especially in times of crisis.”
