Calbayog activates disaster preparations ahead of Super Typhoon ‘Bavi’

CALBAYOG CITY, Samar — Calbayog City has intensified its disaster preparations as it monitors the possible effects of Super Typhoon Bavi, with local officials assessing the city’s readiness for potential heavy rains, strong winds, flooding, and other hazards.

One of the largest cities in Samar, Calbayog serves as a major economic and transportation center in the province. With a population of more than 180,000 residents spread across its urban center and 157 barangays, the city covers a wide area that includes coastal communities, rivers, upland villages, and agricultural lands.

Because of its geography, Calbayog is vulnerable to various natural hazards, including typhoons, flash floods, landslides, coastal flooding, and storm surges. Several communities located near the coast and low-lying areas are at risk during severe weather, while mountainous and upland areas may face possible landslides caused by prolonged rainfall.

To strengthen the city’s preparedness, Mayor Raymund “Monmon” C. Uy convened the City Disaster Risk Reduction and Management (CDRR) Council on July 6 at the City Mayor’s Office Conference Room to assess the readiness of different offices and response agencies.

The meeting brought together city departments and partner organizations to review available resources, emergency plans, and response arrangements ahead of the possible impact of Super Typhoon Bavi.

The City Engineering Office and General Services Office (GSO) reported that vehicles and equipment are available for clearing and emergency operations. The City Social Welfare and Development Office (CSWDO) confirmed that food packs are ready for distribution to affected families, while the City Health Office presented its medical response preparations.

Calbayog Waters assured the availability of water supply during emergencies, while the City Environment and Natural Resources Office (CENRO) identified vulnerable trees that may pose risks during strong winds. The City Agriculture Office also provided updates on crops that could be affected by the weather disturbance.

The Department of Education (DepEd) confirmed that evacuation centers are prepared, while Samar Electric Cooperative (SAMELCO) discussed measures to address possible power interruptions, including the monitoring of leaning posts and restoration plans.

Various national and local agencies also outlined their roles during emergency situations. The Armed Forces of the Philippines (AFP) will lead search and rescue operations, the Philippine National Police (PNP) will oversee security, the Bureau of Fire Protection (BFP) will handle emergency response, and the Philippine Coast Guard (PCG) will monitor sea travel advisories.

The Department of the Interior and Local Government (DILG) Calbayog coordinated with barangay officials on disaster advisories, while the Liga ng mga Barangay focused on community-level preparations, including clearing drainage systems, trimming trees, and strengthening local response efforts.

Mayor Uy urged all agencies to maintain close coordination and follow safety protocols as the city continues monitoring the movement of Super Typhoon Bavi.

He reminded responders that rescue operations should not be conducted during the height of the storm to avoid putting rescuers at risk. However, he emphasized that response teams must be ready to act immediately once weather conditions become safe.

As Calbayog continues its preparations, city officials are reminding residents, especially those in coastal, flood-prone, and landslide-prone areas, to remain alert, monitor official updates, and cooperate with authorities when necessary.
