Tacloban City — Brig. Gen. Jason Capoy has been relieved as director of the Police Regional Office 8 (PRO-8) and transferred to the Philippine National Police (PNP) Human Rights Affairs Office in Camp Crame, effective September 7, 2026.
Capoy’s reassignment is part of the latest movement of seven senior PNP officers, including the directors of two major police districts in Metro Manila.
He will be replaced by Brig. Gen. Romano Cardiño, who currently heads the Police Regional Office-Negros Island Region.
Cardiño’s transfer to Eastern Visayas will leave the PRO-Negros Island Region under Brig. Gen. Rudecindo Reales.
Capoy will serve as chief of the Human Rights Affairs Office, which is under the Office of the Chief, PNP.
The reshuffle also involves two senior officers in Metro Manila.
Brig. Gen. Melecio Buslig Jr., director of the Eastern Police District (EPD), will head the PNP Firearms and Explosives Office (FEO), while Brig. Gen. Glenn Oliver Cinco, director of the Southern Police District (SPD), will take charge of the Supervisory Office for Security and Investigation Agencies (SOSIA).
The FEO is responsible for regulating firearms and explosives, while SOSIA oversees private security agencies.
Brig. Gen. Roman Arugay will replace Buslig as EPD director. Arugay previously served at the Office of the Chief, PNP.
Brig. Gen. Rodel Pastor, meanwhile, will take over from Cinco as director of the Southern Police District.
The changes were contained in a PNP personnel movement document obtained Sunday.
With Capoy’s reassignment, Cardiño is set to take over as the new PRO-8 director and lead the police force in Eastern Visayas.
