GUIUAN, Eastern Samar — Disaster preparedness is crucial for saving lives and protecting property, as emphasized by local and national officials during a recent simulation exercise in Guiuan from March 6 to 8, 2026.
The three-day exercise, organized by Task Force Ayuda of the 8th Infantry Division of the Philippine Army in collaboration with the Municipality of Guiuan, involved various agencies, including health units, the police, and local government offices. The simulation tested responses to realistic emergency scenarios, including typhoon warnings, storm surges, collapsed structures, and medical surges following fire incidents.
Army Captain Christopher B. Tataro, spokesperson of the 8th Infantry Division, Philippine Army, highlighted the importance of timely evacuation, coordinated search and rescue efforts, and rapid medical response in reducing the impact of disasters in areas like Guiuan, which is frequently affected by typhoons and storm surges.
Observers from the 8th Infantry Division and the Office of Civil Defense, Region VIII, evaluated the operation, focusing on the speed, efficiency, and collaboration among the participating agencies. Their assessment underscored the significance of government investment in emergency response capacity, including training, coordination, equipment, and communication systems.
Capt. Tataro, emphasized that preparedness is an investment in both lives and livelihood. He stated that exercises like this ensure effective community responses to disasters, reducing the risk of significant losses.
Mayor Annaliza Gonzales‑Kwan of Guiuan, commended the collaboration between the military, national agencies, and local responders, noting that working together protects lives, property, and economic stability during calamities.
As a disaster-prone area along the Pacific seaboard, Guiuan benefits from activities like this simulation exercise, which highlight the importance of preparedness in mitigating economic and social impacts while enhancing the resilience of government and community stakeholders.
The successful drill reflects the ongoing commitment of the Philippine Army, Visayas Command, and partner agencies to strengthen disaster response and provide timely and effective assistance to affected communities.
