Catbalogan CPS Takes School Safety Campaign Beyond Emergency Drills

CATBALOGAN CITY, Samar — What began as an active shooter drill at Saint Mary’s College of Catbalogan (SMCC) also became an opportunity for police to talk with students about issues they encounter both inside and outside the classroom.

During the July 15 activity, officers from the Catbalogan City Police Station discussed bullying, cyberbullying, juvenile delinquency, and students’ rights and responsibilities before conducting a simulated active shooter exercise.

The program was led by Catbalogan City Police Station under the direction of Chief of Police PLTCOL Norman D. Ala as part of the Samar Police Provincial Office’s school safety campaign.

Deputy Chief of Police PCPT Andres Samantilla Jr. II explained the steps students and teachers should take if an active shooter incident occurs, including when to evacuate, where to seek cover, and how to wait for responding authorities. Participants later joined a simulation led by PSSgt Jeffrey Sus, the station’s Community Affairs and Development (CAD) PNCO.

PLTCOL Ala said the activity was designed not only to prepare schools for emergencies but also to address problems that can affect students’ safety long before a crisis happens.

In recent years, school visits by police have expanded beyond crime prevention lectures. Many now include discussions on online safety, student welfare, and emergency response as schools look for ways to improve campus security.

PLTCOL Jonathan Cuntapay, Deputy Provincial Director for Operations, and IOBC students PLT Joel Versoza and PLT Rizalito Punio also attended the activity.

The Catbalogan City Police Station said it plans to continue conducting similar programs in schools as part of its community engagement efforts.
